The Health Committee's report to the Government on recommended new law has now been extended to 4 August 2023. See https://www.lawcom.govt.nz/our-projects/review-of-surrogacy under last heading, 'Government Response':

The Commission’s recommendations are being considered by the Health Committee as part of its consideration of the Improving Arrangements for Surrogacy Bill, a Member’s Bill that was introduced in Parliament on 23 September 2021. The Health Committee is considering amendments to the Member’s Bill in relation to the recommendations in the Commission’s final report.

The Committee will report back on the Bill by 4 August 2023.

Principles for the protection of the rights of the child born through surrogacy (Verona principles) 2021
